If multiple individuals can become Gavans, another mystery is who originally established the title. Was there one original Gavan from whom every other version descended, or did different universes independently develop their own Space Sheriffs?

This becomes particularly interesting because Reiji initially considers the Gavan title exclusive. That belief may reflect Galaxy Federal Police doctrine rather than the actual truth of the multiverse. The discovery of Bushido, Luminous, Raiya, and other versions may force the organization to completely rethink what the Gavan title means.
