Kimberly and Trini become concerned about pollution affecting Angel Grove and decide to do something about it by organizing a petition. Their efforts soon reveal a problem inside the Ranger team itself, because not everyone is prepared to cooperate with their plans. Rita recognizes the division and sees an opportunity to exploit it, sending a monster and her Putty Patrollers against the Rangers. With their usual weapons proving ineffective, the teenagers have to put aside their differences and remember one of the most important lessons of being a Ranger: individual strength means very little when the team cannot work together.
