So Flass and Bullock are getting away with murder, literally. They made a villain out of a poor, confused man and then frame him and killed him to make him look evil and them heroes on the front page of the newspaper. Is this when Batman and Jim Gordon going to partner up? Plus Montoya has to submit to Flass and Bullock who are the number two men on the force and Quinzel is now getting some attention. The Gotham ghetto is burnt severely. Now things get worse.
